І.Foreword

The Hualien Juvenile Detention and Classification House was established in 1971. Mixed admission of adult and juvenile defendants at the beginning was officially changed to admission according to boundaries after its new ward was completed in April 1984. Its subsidiary drug abuse abstention center began admission of juveniles in coordination with the Drug Prevention and Control Act administered on May 22nd, 1998. The juvenile detention house covers an area of 16,740 square feet and has an accommodation capacity of 60 juveniles.

И.Admission Purpose

To assist the investigation of moral character, past experiences, physical and mental status, degree of education, home situation, social environment, and other necessary matters regarding juvenile inmates for reference during treatment.

 

 

Ш.Admission Subjects

1Juveniles found in violation with the Criminal Code of the Republic of China.

2Based on the juvenile’s character and environment, juveniles with any of the following situations and suspected to be in violation with the Criminal Code of the Republic of China.

11.In frequent contact with people that have criminal records.

2.Frequently entering places inappropriate for juveniles.

3.Running away from home or playing truant frequently.

4.Member of a vicious organization.

5Frequently carries weapons without any just cause.

6Taking in or injecting any intoxicating articles besides narcotics or anesthetics.

7Not punished for preparation of a crime or attempted crime.

3Juveniles under custody that are found in violation with regulations after being warned twice and considered necessary to be put under observation.

 

 

.Life Management

In order to help juvenile inmates cultivate good habits and eliminate bad habits, strengthen their physique, and prepare them for returning to the society, discipline personnel emphasize on modeling instead of plain talk, care for their living, and demand good discipline. This is done with a loving, patient, and attentive heart to correct their actions and help them form good living habits.

.Teaching and Guidance

1Teaching

Qualified local teachers are hired to teach in the juvenile detention house. Classes cover law, Chinese, computer, consultation, guidance…etc. This allows juvenile inmates to possess common sense and professional skills of the general public. Also, diversified classes instill juveniles with correct concepts and enhance their qualities.

2Guidance

Enthusiastic volunteers are hired to provide guidance for juvenile inmates, correct their concepts that have been perverted, calm their anxiety, and help them find the correct way to solve problems. Juvenile inmates regain self-confidence and reflect on the meaning of life and their purpose of existence through individual or collective counseling, which will make up for the functions family, education, and society failed to serve.

.Extracurricular Activities

In order to help juvenile inmates engage in proper entertainment, boost their physical and mental health, and nurture their law-abiding spirit, extracurricular activities and competitions are held regularly to achieve education through entertainment. Additionally, family members are allowed to visit juvenile inmates on Chinese New Year, Mother’s Day, and the Moon Festival, to comfort their hearts.

.Rehabilitation

The juvenile detention house’s subsidiary drug abuse abstention center takes in juvenile drug abusers to enhance their life management and moral education and strengthen their confidence in detoxification. Inmates receive detoxification guidance, religious education, health education, law education, humanistic education, and career guidance during their accommodation. This is done to give them spiritual support, assist their psychological reconstruction, enhance their health awareness and detoxification techniques, and provide them with information on the center.
